^^^ doesn't really matter the regs will determine that not the law, or perhaps different sites will have different rules. Of course players want sites to offer variety and the market place can sort it out.

On topic, excellent blog post of overview and positive signs of passage:

Not sure how innovative CA poker could be, I think we would all settle for just poker but sure seems that the stars are starting to align. If a tribe doesn't go sideways, just maybe we get a bill this year. If not 2015 should do it, interesting that Sheldon Adelson is considered such a small player. Seems like the tribes feel he can be pushed aside if they agree to pass legislation ...

This is going to pit Pokerstars against one of the two bills in CA

CA bills have always had bad actor clauses, some to 2006 some to forever, for good measure the bills include misdemeanor laws against players on unlicensed sites.

I can't see stars getting in, other tribes will fight it, 888 will fight it, party will fight it, and the bill will stall and die. I'm sure Morongo is powerful enough to block a passage, so this can be a big hurdle to overcome in a some what long shot attempt at passage.

California poised to pass on-line poker legislation

Quote:
Two coalitions have introduced rival bills in the California Legislature marking a third year of debate among state lawmakers over how to license and regulate on-line poker.

Previous Internet gaming legislation stalled when stakeholders could not reach consensus on the scope of games, which entities would be permitted to apply for licenses, or how licensees and subcontractors would be vetted for suitability. Also at issue in the dueling bills is the extent to which the State will attempt to impose burdens on tribal sovereign immunity in connection with any online gaming activities.

Although some differences remain, there is a sense amongst observers of the legislature that there is an emerging consensus among some stakeholders that could allow a bill to move forward. Additionally, a change in the chairmanship of one of the key legislative committees that controls gaming-related bills brings a more favorable dynamic to the discussions. The new Chair of the Senate Governmental Organization Committee, Senator Lou Correa (D-Santa Ana), is the author of one of the new bills (SB 1366) and has displayed willingness to understand and accommodate stakeholder concerns.

How would taxes work? Would they report when you cash out of the site? Would they report any large tourney win?

Whenever you cash out seems like the easiest but this is the government we are talking about.

^^^ above .. I'm guessing. Passing in 2014 and Gov Brown signing .. 30%-40%. Tribes are almost there, but need to bypass Stars issue, and resolve the number of websites. Finally just put any other objections to bed. Time line might get a little tight in election year.

2015 Passing seems a bit easier and might be the strongest chance. Seems like the matter has moved to inevitable from just dipping a toe in.

Seems like 6 months from passing to cards in the air. Regulators think they have the issues under control. If software is from existing vendors, Party, 888, ? others, then can be somewhat quick. CA rake is unusual compared with existing online games. Rake level can become a problem quickly.

Hopefully Stars was just a trial balloon that got shot down very quickly.

From another thread (in NVG, so whatevs....)

Quote from Mason Malmuth:

However, I do have some good news. We at 2+2 don't know much about it, but our legal team feels that California is close to passing an Internet Poker Bill. Assuming this happens, a state led by Democrats will bring a large poker market forward. As we learn more, we'll post that information here.
Personally, I feel like there's a lot of excitement around this issue but I'm just not seeing anything done yet, and would love to see some better results.

He's now dangling the carrot of his deep pockets & willingness to fund political campaigns, to push for an outright federal ban on internet gambling. Some Republicans are giving initial support. Even if we (finally) get a bill passed in Cali, we're not in the clear.

Though I guess we can all still drive to the reservation with our Geolocation devices to play against the other handful of players there.

Fed ban is way less of a chance to pass, than a CA poker bill. If CA bill did pass I think a few of the 1/5 of the house that are CA legislators might put a bit of a crimp in a fed ban. Finally, tribes have deep pockets too, but only if they unite behind the bill. Of course if they don't unite behind a CA bill, then nothing is going nowhere.
