All current sites have state located player pools and geolocation. I can't see California having anything else. It can be tough to keep other states out if you don't geo locate. Regulating with Euro sites France,Spain,Italy is out of question as they are trying to pool at some point.
England, Germany maybe, but CA will want the servers in California .. and that is not going to work with the existing sites. Finally, in CA bills they have tough bad actor clauses.
What the video was really talking about is not allowing EU players in the pool, but having EU companies as partners with the tribes to set up software and poker implementations. Not having Ultimate gaming or other NV casinos, regulating/running CA sites. Nevada and the tribes in CA do not have good relations and are in heavy competition for the gaming public.
Finally, I think he talks about tribal/tribal compacts, but that law is beyond me.
Remember the tribes want to have the major interest in the games, no tracks and only limited Card clubs because they must. Letting EU gaming companies run the show is not in the cards.
