Cliffs:
Establishes the Hawaii internet lottery and gaming corporation for the purpose of conducting internet gambling in Hawaii.

Lottery can authorize any Internet gambling game or skill game (including poker) to be offered to Hawaii residents and other jurisdictions where authorized.

Lottery will select one service provider to run the site, paying a percentage (unspecified) of revenues to the provider.

Players must be 18+.

Lottery can run free gaming, including sweepstakes, all over to attract tourism to Hawaii.

Lottery can run two gambling live events per year to bring tourism.

It will be a Class C Felony to offer unauthorized Internet gambling.
It will be a misdemeanor to play unauthorized Internet gambling.

Hawaii Senate Bill No. 769:

Grants 20-year license for one stand-alone casino in Waikiki not in a hotel. Establishes Hawaii Gaming Control Commission. Imposes 15% wagering tax on gross receipts. Creates State Gaming Fund and Compulsive Gambler Program. Appropriates funds.
