In Romania the law is straight forward. You don't pay any tax yourself, it is removed at the time of withdrawal by the online poker room as following:
1% for any withdrawal less than 15.000 Euro
16% for any withdrawal over 15.000 Euro of which 25% for anything over 100.000 Euro.
In other words, if you keep making withdrawals of less than 15.000 Euro, you only pay 1% in tax.
I don't know about Bulgaria, but I've heard taxation in general tends to be lower than in Romania.
