Officials on Tuesday proposed expanding keno beyond the casinos to 100 sites throughout Delaware, and authorizing betting on NFL football in at least 20 more sites.
They also want to make lottery and casino games accessible online within Delaware’s borders.
Delaware is one of the 4(?) states exempt the federal ban on sports betting. I haven't seen the bill or any mention of poker, but I'm sure it could be included with casino games.

As far as I can tell, the bill has not yet been introduced and is being written.

Poker is definitely under consideration. See, delawareonline.com:

"Delaware gamblers could soon be playing legal poker and blackjack at the keyboards of their home computers, and scratching off lottery tickets from the pocket-sized screens of their smartphones.
A plan unveiled Tuesday by Gov. Jack Markell's administration seeks to expand the state's lottery offerings into the new frontier of Internet gambling, while at the same time giving Delaware's three casinos a multimillion-dollar break on their annual licensing fees. ...

.... [Governor] Markell spokesman Brian Selander said legislation to implement the plan, tentatively titled Delaware's Gaming Competitiveness Act of 2012, is being drafted and will likely be filed sometime next week"

.... which is why I suggested in another thread that poker player lobbyists might want to reach out to Delaware lotteries and casinos to provide player input. (There are a lot of local/State political interests behind various proposed bill provisions, but no one seems out to screw players.)

What is clear is that Delaware considers casino games fair ground for an interstate lottery compact.

Yes and no.

States are forbidden to pass laws authorizing new forms of sports betting. Exactly 4 states have laws already on the books.

But DE's sports betting isn't like a sports book. You can't make a straight bet like Jets +6 or something like that. You have to do some form of parlay. They market it like a lottery (probably same ****ty odds).

It's a minimum 4-game parlay, IIRC. That resulted from a compromise between pro-gaming folks and uber-conservative policymakers. Essentially, they took what would have been a skill game and made it -EV as a compromise with the anti-gaming crowd.

I see this as a positive development but hope that Markell is sensible enough to understand that for iPoker to work in this state we must be part of a pool.

The service provider for the Delaware Lottery is Scientific Games. They have online poker software that is part of their suite of online gaming products marketed by their subsidiary company, Sci-Play. Through a partnership agreement with PlayTech, the Sci-Play poker software is networked globally with PlayTech's iPoker Network.

Mmmm, I thought it was because they lost in federal appeals court? They had passed a law that allowed single-game wagering, circa 2008, the lower federal court judge signed off and De sportsbooks had everything set up and ready to go, and then the appeals court stepped in just in the nick of time to save the children and the integrity of the NFL, and based their overturn on the assertion that De could only have what they had originally, years ago, which was parlay betting of some sort; and that the NFL argued single-game betting was skill because that violated some quirk in that original law.

The short of it is (I thought) was that De has parlay-only, only because that is what the feds allowed. (?)

Also, I think I am going to have to eat my mouse. I didn't think about De. I totally could see this happening, unlike in Iowa or Florida etc..

^IIRC that had something to do with it as well. TBH my memory on it is a bit hazy, but I do specificaly recall a bunch of right wingers complaining about the evils of expanded gambling (this from a state where 25% of government revenue comes from the ****ing lottery, the bordering states all have casinos, and there are Powerball and MegaMillions ads on literally every public bus or train, yet the level of gambling addiction is no higher than anywhere else. Schmuck hypocrites).

wtf?

So, people against gaming/gambling want those who actually end up playing to lose more?

It's not gambling if you can't win.

FWIW, tangled is 100% right on the history/litigation .... I nearly laughed when the NFL argued to the Court that sports betting was a skill game, ........ which it actually is. There ARE winning sports bettors long term.

My brain is full of ****! Why was the NFL arguing that sports betting is a game of skill if they were fighting really hard against it?

Because when there's a ****load of money to protect you argue whatever the **** side is in your interest at the time.

Just like, even though there are different owners before and after, Harrah's lobbied for the UIGEA while Casesars (Harrah's old name) is lobbying for federal legalization and launching bull**** entities like FPUSA.

Sports leagues sue to block betting [ESPN]
The complaint alleges that sports betting in Delaware violates the 1992 anti-sports betting law, as well as the state law which mandates all forms of gambling be games of chance, not skill. The leagues argue that, by going from parlay to single game betting, chance gives way to skill.
These are the same people (the NFL) that argued in 2006 for a fantasy football exemption in the UIGEA because that's a skill game.

LOL. I had forgotten about the NFL arguing that issue here.

Like I said, the whole debate gave me a brain cramp. It was as if everyone wanted to see who could make the dumbest argument possible.

State officials thinking that gaming would solve all financial ills, the NFL arguing that sports betting is a skill and thus should be outlawed,, conservative types accepting parlays as a "compromise" - yeesh. Head asplode.

Casinos would get millions in relief as games go online [The News Journal]

... the casinos would see their licensing-fee burden reduced by a collective $7.75 million per year ...
... begin selling lottery tickets and offering casino games such as slots, blackjack, poker and roulette online, as well as on mobile phones. ...
... offerings would initially be available only to players within the state, but eventually Delaware could forge agreements with other states for interstate play. ...

897k population.........not enough by itself. Looks like they won't push their luck going from parlays to real wagering on sports.

Do they mean three separate sites, or three skins on a state computer?

It would be great to pool with NJ or nv from there, though.
