I'm a little confused by this. As far as I know, there is no Florida specific law against online poker. So any sites that serve the US would allow a Florida resident to play. I know that Global Poker has no restriction on Florida. They have a wide range of stakes, and at the lower end the competition is very soft. If you know how to work it, you can play real money games for free, and build a bankroll that way.
