First, in THIS thread, "We" is not the PPA and whatever agenda its undisclosed financial backers allow. I don't see any reason why "our position" as poker players has to seek to cut out jurisdictions where the prime poker legislation mover simply does not fund the PPA or fund the AGA, for that matter.
Poker is poker. Passing legislation, or even trying to influence it, whatever your personal anti-socialist agenda, may require working with Lotteries who already are pushing State level online gaming/poker bills, with or without player input..
If "our agenda" is to get online poker legislation passed, then it should not be captive to either casino-backers or your personal political distaste for what you think is "evil soclialism".
I am not a fanboy for lotteries, or casinos, or the PPA or CPAC for that matter; I am a realist about how to pass/influence poker legislation through the various States. FWIW, I am not paid by any lottery interests nor do I even play the lottery.
