If (a), then yes, you can get a gaming license and operate a poker business from Antigua.
If (b), I do not know the legality answer regarding playing, without looking it up. I lived there years ago, and at that time, the answer would have been "yes". FWIW, Antigua allows live casino gambling, including poker.
Nice island, pretty, lots of beaches on both the Atlantic and Caribbean sides, quiet (but really dull), high cost of living, Antiguans speak Englsh, friendly, play cricket, drive on the wrong side of the road, and by and large are very religious people.
