Hopefully Stars and FTP will be deemed to have performed due diligence. This is a reasonable type of provision, but will cause delay in getting licensed successful operators.

"For us to license those who have been evading or simply breaking US laws makes no sense. There are a large number of capable interests in this industry to provide a lot of competition without allowing the bad actors in."

He also suggests that current operators are lacking in "due diligence" to some extent, regardless of their intentions, because of violating current laws. He worries that this would lead to a lack of "due diligence" on age verification, etc.

To me it sounded like he wants any offshore operator prohibited, though maybe he would deem the reputable poker rooms to have been diligent enough.

"under this bill, children can find themselves on the computer, and they can gamble 24 hours a day, 7 days a week."

How can this be happening if you spend so much time focusing on the family?

Bachus supports this amendment, unsurprisingly.

PS and FT will be able to apply for a license Whether they get it is a different story, either way we
shouldn't be worried about if they get a license or not. If this bills passes there will be plenty of sites to play at, IMO don't base your support for these bills based on whether PS/FT gets a license or not.

I don't really disagree that sites that have been running now shouldn't be able to get a license. I wish they could, but I understand why they might not be allowed.

But, we need their support to hopefully get this bill passed. I doubt they would continue to support a bill if that amendment will pass.

Bachus makes the leap from his recent knowledge of the UB scandal to saying "most of them [offshore operators] have cheated".

Bachus says he has an amendment that is even stronger and will close the door even tighter on illegal activity!

Simple fix. Age verification prior to opening an acct. instead of verifying age only during withdrawal.

So, if operating offshore is "violating US law", why not let sites allow them to operate within the US to provide for the US customers?

Goodbye Stars & FTP. Hello Harrahs, Mirage and Wynn along with them letting Party come back since they paid huge fines. Maybe FTP & Stars can pay the fines as well and get a license eventually.

Amendment proposed by King and Meeks (sp?)

King acknowledges that there are concerns from NFL et al about sports betting. He proposes a 1-line amendment that would prohibit sports betting (except parimutuel as permitted by law).

The bill as written already prohibits sports betting, so this amendment is just to make it more clear and explicit.
