Player has a cell phone on the table. She did not realize that there was a chip under it. She went all in preflop and two people called. After the turn she picked up her phone and found the chip.

Could she bet that chip or is it put into the pot ? What happens to that chip ? It was a tournament style game
She wanted to bet the chip and we said no because there was action and a side pot

as far as i'm concerned when she went all in, the chip has been bet, and the sidepot should be reduced by 2x the size of the chip accordingly. whether it'd be handled like this in a serious game, idk, but they'd probably have told her to remove the phone from the table before this becomes a problem

The chip is out of play and will be returned to her at the beginning of the next hand if she's still in the tournament.

If she verbally said "all-in", then that chip should go in the pot.

If she simply moved all of those chips in a forward motion, then the hidden chip stays where it is.

i'm not sure i would let her keep the chip if she lost.
but either way, she should not be able to bet it now that there is a side pot. if she said "all-in," then it belongs to the winner.
