Over time, and depending on how many users you had, you could generate ad revenue and have a ton of user data which would be worth a lot. Could also play around with in app purchases and premium subscriptions. Although it's not an exact science, you could probably create a targeted return over a 3-5 span.
The legality IMO is one of/is the major issue. If it was legal in all states, I imagine you could just get a license (probably very difficult and expensive) and open it up to everybody in the US or some states if only a portion of them are legal like we see currently. Can you get around that license though if you're not taking VIG?
