Like I said before it's because the things that influence peoples list are ridiculous and have no correlation to skill anyway. If you are friends or talk poker with someone you will rate them higher, if they have run well against you the last 50k hands you will rate them higher, if they act like a douche you will rate them lower. Even what language they speak or timezone they play in will change peoples lists.
Even just the fact that it probably changes every few weeks anyway.
