Flop [66$]: QJ3 Limpers checks I bet 44$ Villain raises to 136$. Limper folds I tank and decide to call.
Turn [238$]: (QJ3)10 I check and Villain makes it 190$ What do I do here. I think villains range is QJ + 33 + some K10/NFD/Combo draw.
I see reasons for folding and raising (maybe even calling?) I do like raising bc I do have QQ and JJ and AK and AKx which I would play like this a lot of the time. Would the average 2/4 reg hero fold 3s or QJ here at times / bluff enough to make it profitible to go all in here? Or is this just a fold

I think you're limiting villain's range here. Flop range might also include many fd's with no sd value like 98, 87. Also sd's like K9 and 98. Also some JJ and QQ will xr here because of the draw heavy flop.

You say you would have QQ/JJ here. Would you b/c the flop with those hands and then raise turn?

You most likely cannot continue based on your hand's sdv, third pair, so if you do, it's based on your draw's equity. Your pot odds are 2.25, which don't justify a call, unless you believe you'll make up the negative EV with implied odds,. because your odds of making the effective nuts are 6.66 to 1 (assuming the 2 clubs are not outs. Even assuming you stack your opponent, you can't justify a call because your implied odds are only 5.7 to 1.

So if you continue, you must raise and get additional fold equity. I doubt you have enough fold equity to continue here.

Easy fold if villain 3b ur cbet into limper who sounds like a fish. You should enter more pots with the limper.
