Rich is a homeless stoner. I take it as face value. I don't think he's peddling for anything, and even if he were, who's going to toss a stoner a few bucks? Obviously did deserve an infraction. Thread was funny in inception, but kind'a sad at the same time, because it's not the infractions that kill him. It's the weed.
