This website has about a zilion hits a day. I suspect that your previous sn change will count against you, not for you. You think if someone handling 100 requests a day will give someone that has already changed their name and is still not happy (ie demonstrates a propensity to name changing and seems unlikely to change), more or less credence?
My point was, if you have a good reason > you will likely get your sn changed.
You have a less than good reason but are polite and patient in your pm's > you will likely get your sn changed.
You have allready had your sn changed for a less than stellar reason, and want it changed again because your opinion on capital letters has changed > you will have to understand that there are ~ 3 active administrators between ~ 9,000,000,000,000 users, and spurious sn changes are way down the priority list.
