Why is Nielsio above the rules?

I'm pretty sure the vast majority of posters throughout the forums consider him a troll that brings very little positive to the table. He hit 100 infraction points in a few months, but he gets brought back a few weeks later. What did he do, or what did someone else do, to make it so that Nielsio was above the rules that the forums set out?

After review, which happens all the time, I decided the first infraction was excessive. Hope that answers your question.
