Private Messages changes - "Why can't I PM?" - Page 35 - About the Forums

Verifying you for pm is not a manual process. Nobody is reading your posts and determining your pm-worth based on your content.

And while computers are getting smarter, we're a fair way away from them being able to sort genuine content from random content.

The wording of "normal use" is intentionally vague - we don't want the spammers and scammers to know what it takes to enable this feature.

Accounts that have been inactive for 12 years then suddenly start making alot of posts with no content and want PMs activated. These accounts are usually hacked and then frequent the transfer thread trying to scam people.

Instead I get this:
