It seems a lot of people think that mods see every post. That might be the case in some of the quieter forums, but even then I suspect most mods do not read every post.
It sounds like in this case, the mod is well aware of the thread in question, and has been taking action. But even in threads where mods are fairly active, it can sometimes be helpful to report posts. Some mods tend to let things go more (I do this sometimes) when it's a bit of good-natured ribbing, and sometimes even when it gets a bit worse - it really depends on the forum, and what the community is like. In those cases, a mod might scroll through some posts without thinking twice, unaware that some posters feel they are out of line. I think post reports are almost always helpful, as long as a poster is reporting in good faith (IE not doing so simply to spite a poster, or a mod), and not doing so excessively (for example, reporting 10 posts in a row in the same thread).

Interesting. This rule hasn't changed anything in PG&C as far as what posters can do, but perhaps a few trolls saw the announcement and dialed it down. It also may have helped that we have (quite recently) added a mod to the roster.
Almost all modding in PG&C happens based on post reports, which is why I believe we have threads that look very different in terms of what is tolerated; it seems some posters are happy to engage in a little mud-slinging in their own threads, while others (very understandably) are not.
