Twitter and 2+2 are identical in this way. They're both private companies with social media products anyone can use.
Twitter used to be a publicly traded company (which wouldn't change this at all) but now they are private, mostly owned by Elon Musk. Making it a direct apples to apples comparison.
Perhaps in your country, companies like Twitter have restrictions on what they must allow. In America, they can do pretty much whatever the **** they want. They choose to very open. 2p2 chooses to be far more restrictive. Twitter is worth over $10 billion. There are people who learned poker on this website with more money in front of them at poker tables right now, than this site is worth today.
