I have various GIFs that I like to use in my avatar, however, the restriction of the forums doesn't allow me to do it.
There is a online/standalone program that will help me to resize animated GIFs in order to put them as avatars?

I thought that complicated equipment was needed? That's how they did it in the movie, after all.
