Yes, you successfully edited your profile picture, and it has changed.
But it sounds like you wanted to edit your avatar, which is a completely different option in your User Control Panel.
You used "Edit Profile Picture", just past halfway down the menu. Go down two more groups, and under "Settings & Options", you should see "Edit Avatar".
