If you're in Texas you can purchase them if you're not a loony and have the proper paperwork, but they're very expensive.
Nevada/AZ make it easier to acquire license to do so but also very, very expensive.
If you want them privately you can only own them in the southwest generally.
In my state the only way to acquire them would be for Class 3 usage, which is not private ownership, and requires both an FFA and Class 3 license, and all weapons must be available for purchase by LE/Military I believe.
