Same thing in Australia. Very few concrete roads. Main reason is because it's expensive. And (mainly with Australia), there are a lot of kms of roads and isn't economical to build them like that. Deep lift Asphalt was a thing when I left and that seemed like an in between measure that worked.
Also, if your roads fall apart after 3 months, that's just bad. Asphalt/sealed roads shouldn't fall apart after 3 months if built properly.
