Choose small contiguous states (think New England, not the Southwest) so you don't have to travel much, and hire people to sell tickets door to door. Telemarketing is passe. Deliver the payouts to the winner in the form of gigantic checks - at least 5 feet by 3 feet, but bigger if possible. Make them try to actually cash the enormous checks.
These things should help your lottery run smoothly. A celebrity spokesperson never hurt either. Start small, like with a local weatherman or morning DJ from your favorite oldies station, then move up to big stars like that guy who fell off his motorcycle and hit his head and went all crazy or the guy who played Charlie Chaplin and then went into rehab about 40 times. I can't remember their names, but they are really famous and they should lend an air of legitimacy to your multistate lottery. Women in bikinis will do if you can't get big stars...just make sure they are passable looking. No fatties. Unless you're in the Midwest, then you might not have a choice.
