If a player is like you describe him,limping only monsters and raising the rest of his hands,the correct strategy obviously is to never give him action when he limps or only do so with the intention to hit 2pair/sets+,just like you would if you knew for a fact that he has AA.
1. The monster limpers don't ever bet/raise pre-flop, flop, turn river - they flat call the absolute nuts and will raise your river bet only if they have the nuts. They will fold preflop if they don't have premium cards (unlike fish who will call with a very wide range).
2. Betting your two pair or boat often ends up with them having a bigger boat or quads or whatever. They don't fish for straights or flushes (unless it's very cheap).
3. Your first clue is them calling a preflop raise (they take an entirely passive approach until you bet the river). Second clue that they have hit the board is them calling a sizable flop bet (you hit two pair -- they've hit a set). 3rd clue is them calling the turn. It doesn't matter how much you bet -- if they're calling, they're calling with the nuts even while you're betting with a good hand (two pair, a set, a boat). So, aside from not betting good hands if they are in the pot, I was looking for a nifty mathematical answers as to how to size bets when they are flat calling. If they are in the hand, do you just never bet unless you have the absolute nuts? If you don't, and they haven't hit the flop, you've just given them a free card to make a set on the turn (they won't fish past the flop if you make a sizable bet).
