A huge proportion of fines on cityrail, in Australia, are given out to fake names people make up. You don't have to show ID. I'd probably give my neighbours details if I ever catch a fine on a train here.

Okay so from what I see:

OP has been dealt a T and the dealer shows a 5
OP then gets a 2 which gives him "12"
The Dealer then receives a 6 (last time i checked 6+5=11) in which case you should be hitting your 12 IMO

story sounds like a big level to me
