Pot: around 52ish

Villain: calls

Turn: 7c

Now hero has 10hi club draw but still the nuts. Blocks a lot.
Hero: pots it and jams for 145
Villain: quick calls.

Equity is: 80% hero villain 15% chop 5%

River:
Club!

Villain called a jam with open ended which I had already and a measly jack hi flush draw that I blocked! he scoops 400+ with 15%...

I would absolutely fold that hand. Change it to a nut flush draw and fine. But, calling a jam on turn with a poor Jack hi flush and open ended when a made straight is already out there. What am I jamming with? A set? Definitely not. Fish gamble. I'll take a guy calling 15% all day. Keep in mind the board was 789J. He had J10. Easy for his opponent to have straight already...

I understand that his opponent could have a straight already - but he also had a straight already. You keep calling it open-ended - but he actually already had a J high straight. I know that it wasn't the nuts, and I'm not saying I would have even called the flop bet. I'm just pointing out that he wasn't on a straight draw, he had a straight with a redraw to the flush. If he knew your cards, it would be a terrible call. I'm pretty sure you are playing a game where he doesn't know your cards.

So here is the key question: Did you want him to call or to fold?
