Any chance he did have is most definitely gone. Best approach would be to talk to the villain and tell him you understand that he has fallen on hard times blah blah blah and try to work with him.
You cant get blood from a stone and this is a business where people will go broke and not be able to pay up. Maybe venturing in to the real world helps dealing with people and understanding these things. Posting and blogging about it is not going to help get the 3K back.

Finally, I agree that the likelihood of a prosecutor going after speedlimits is low, but again, the theory is legally sound: This was a deceitful taking of property.

-pokerbot can file a police complaint or interenet fraud complaint, but it might not amount to much

-disputes are neither enforced or plead. Contracts are enforced. Facts are plead.



in before tl;dr
the real issue is that it will cost more than 3k in money's to get the 3k thru the legal system. even if you win (because brett will likely not appear and contest), you probably won't be able to collect because brett doesn't have any attachable assets.
