Am I the only one that thinks the fatal flaw is purely a strategic one in how he’s approached this bet? If playing 20+ tables and not sleeping is not getting it done, continuing down that path does not seem like a logical fix, it’s like an injured athletic playing through the pain.

I’m not sure that playing 16 tables and sleeping 7-8 hours per day would put him on track to reach 40K but I have to believe he’s be significantly ahead of where he is right now. At the very least it would allow him some breathing room to think about making adjustments. Of course I could also be way off. However I’m hard pressed to chalk this all to variance nor am I willing to just claim the games are harder.

So you're somewhere between 6 and 9% less than perfect if we assume each point has equal weight. Not having taken the ACT, I don't know if this is the way it is scored. The fact that the ACT is taken almost entirely by southerners(read: ******s), brings up questions in regards to how difficult the test actually is.
