Regarding preflop:
Since we don't know if he's a showdown bound nit or a foldy nit, we can only make preflop decisions based on this read; JTo is not strong vs this limping range assuming the read is correct.
Throw in the loose passive limper in addition to the tight passive limper and now we really need to make a hand to win. Give them the option to donk decent pairs and strong draws on the flop, which they will probably often do, and raising looks even less attractive.

Now we really really need to make a strong hand to win. I don't think JTo makes strong hands often enough to play bloat and chase in a 4 to 5 handed pot.
I'm not saying that I never raise JTo in spots like this; I have raised tight passive limpers with all kinds of bad hands, particularly when I have the best position. My experience is that they need to fold quite often postflop in order for raising to have the desired effect and profitability with such hands.
