well theres 4 basic strategies as i see it when youre placing your settlements:
1) you go for spots where you can collect (brick and wood) to focus on building roads and settlements quickly.
2) you go for spots where you can collect (ore and wheat) to focus on building cities quickly.
3) you go for spots with (sheep and wheat) to focus on getting development cards (what youre talking about). if you have to choose, sheep and wheat is better than sheep and ore since you need sheep and wheat to build settlements up anyways.
4) you go for a spot where you can get 3 of the same resource and a port for that resource to trade those resources at 2-1 instead of 4-1.
you have to master all 4 of these strategies to figure out which ones best to follow given the way the board is laid out and what other players have picked and what players left to act are likely to pick and what gives you the most combinations on the dice roll.
i played an awful lot of this game if anyones wondering. like 200 or so games online and each game takes like 45mins. yes i was that addicted and all of this was like in a 2month span
picking your initial settlements kind of reminds me of drafting in MTG. you try to figure out what colors the guy on your right and left are going for to know what colors are likely to get passed to you and go into the colors theyre not going into to get the best selection and to deprive them of bombs in their colors.
