This guy is very loose preflop (can cold call 2 with a hand like 68o), so his "regular" defense range for 1 bet is almost ATC. Postflop, he is thinking, aggressive and SD bound. We have a lot of history, he views me as a TAG most likely.

Given your description of him being super loose, aggro, and showdown bound, why do anything but call? The 9 puts up a ton of draws so do you think he's really going to B/F with 77?

Given your description, I would just take him to valuetown since he's probably never folding.

And discard balancing? I mean, remove bluffs/semi bluffs from out raising range?
