A significant reason for the massive fine of the Gardens and (very likely in the future) the other LA area casinos, is how they handle incoming/outgoing cash and a lack of record keeping. If player-to-player transactions are not officially barred now, which I suspect they are but it's ignored for now, they will be soon. Related to this is the cameras that all casinos use when you cash out now.
Within a few years (5-10 maybe) I anticipate that every dollar going in and out is going to be recorded and attached to a player. The IRS and Homeland Security have been all over the casinos about this stuff.
At least the terrorists won't be able to change chips at the table.
Same reason Palomar in SD was shut down and the others were raided. Tied to sports betting, but the technicalities were fincen regs. They are all getting paranoid. I always wonder how much of the pressure is at least partially due to the Native American casino lobby
