opened my first RB account last night and saw that I will be charged a 30$ payment processing fee to WD. Is this standard? Thanks

Nope there shouldn't be. How are you planning to withdraw it?
If it's to a bank account then there can be charges, but almost nobody has their rakeback go to their bank
