Using TV as a monitor and I can't turn off overscan

I just bought a used Panasonic from like 2012 to use as my monitor, since the Samsung TV I'd been using for years died. As I did with the Samsung, I'm just using an HDMI cable from my desktop computer to connect with the TV. Unfortunately, about 5% of the screen is cut off on all sides—a common problem referred to as overscan. Generally the way to solve this is to go through the menu on the TV and turn off overscan. Panasonics refer to overscan as Size 1, so in the menu you have to change this to Size 2 if you want 100% of the screen broadcast through your input to appear. So I understand all that, but the problem is that the ****ing Size 2 option is grayed out on the TV menu. It's available if I change the aspect ratio to 4:3, but this isn't ****ing 1997 so I don't want my screen formatted in 4:3. I can also change it to Size 2 if the screen is in Zoom setting, but that's also useless. Why Size 2 is grayed out under the Full screen option, I do not know, and I can't figure it out. I assume I'll just have to buy another ****ing TV because of this stupid ****.
Thanks for any help.

What if you fiddle with the display resolution on your PC?
It is possible that if you output a different resolution from your PC, the TV might handle it differently?

I have to do that when casting from my laptop to the TV. The screen ratios are different.
