Multiple issues with video and image preview - Win 10 / Chrome

I am having multiple issues with my new monitor and PC (Win 10 / Chrome / 2560 x 1440) when it comes to video and image previews.
1. (a) When my cursor wants to go to a specific part of a yt video, I am directed further forward (to the right). This happens on some twitch replays as well. The further along in the video you are, the bigger the gap is.
(b) Image previews for videos other other pictures. The further down I scroll down (vertically) on a page, the similiar the incident. If I hover over a video or image - that preview will show up further and further below where I am clicking.
2. Certain websites will not adjust the content on the left side of the screen when I make a Chrome window smaller. Instead of adjusting the content to new window size horizontally, it will simply cut off what was supposed to be shown on the side, without the ability to scroll to the left and view it.
