MS Project 2013 after MS Project 2010

After reinstalling OS Windows 7 MS Project 2013 does not want to work. When I try to open .mpp file it starts and after 20-30 seconds a message comes out that "There has been a problem" and then it closes. Before you installed Office 2010. But I don't think that's a problem.
So far I have:
Attempted to repair via programs and settings in the control panel (just sits there for hours doing nothing)
Windows system restore
Un-install - fails
Reinstall from program DVD - fails
Disabled Security (Kaspersky endpoint)
Run as administrator
Start as "winproj.exe /safe"
Have scanned the web but not found anything relevant.
Out of Ideas so really needs some help with this one.

What happens when you try to uninstall?

I went into the computer settings and in the programs and applications I found Office. Choose to remove, goes out the window "This app and all its data will be removed." I click OK. Then out another window control application and it asks "Allow this app to make changes on your computer"? I click YES. and that's it. no removal occurs.

Try running a MS fix tool and completely remove office and try to remove Project that way and start again.

If the problem is not solved I don't think there is anything that can be done to recover it if the file can't be opened. If you do manage to open it, immediately save it as an .xml file (File, Save as, File type xml) then re-open from xml and save as .mpp again. As xml is a text format, any binary corruption should get left behind.
In a pinch, you can try to restore the system it through Project Repair Kit. By going to their website you can find how to repair microsoft project file. http://www.project.repair/
