website adds and clicking on them noob question

As with many websites they have pop ups which ask a question or whatever which you can click the x in the right hand corner to close that window pop up add.
My question is, each time that x is clicked to close the add pop up why does it then spin and reload? does clicking the x to close the pop up give them some type of information or installing their stuff to computer etc etc?
