Are you getting mixed up between local ip's and external ip's? If you google "what is my IP" that'll tell you your IP address.
Each device is assigned a local IP by your router (usually 192.168.x.x). That's just for the router to keep track of each device and its traffic, websites don't see that.
For a device to actually have a different IP address it would have to be using a different connection. Has someone set the firestick up with a vpn to use American Netflix maybe?

Think it might be the routers one like you said.
In that case why are people reporting it as abusive when it can change really often or be used by any number of locations?
