and it is not listed Programs and Features, I believe because it is part of Windows 10 and not really an app.

IT happened when I installed Security Update KB4038788, which I can undo with a system restore but Windows simply redoes it on the next restart.

How can MS be so bad at the one thing they are known for?

In fact it is linked off that page, click on Manage Optional Features.

And it very much is an optional feature. Do you have a specific reason to use IE? If you really want the Microsoft product native to Win 10 you should be using Edge for most things, and otherwise you'd be better off using Chrome or Firefox.
