when you goto network and sharing centre (the default settngs bit) also click at top alternative config - make sure nothing is there also.
id like to see the outputs of the Ipconfig /all , of both the windows and apple devices it makes it easier to troubleshoot,what you think might look ok might or might not be.
You could try tracert or pathping to see where your ping is failing (ping your apple devices from your PC make sure all are turned on)
tracert 8.8.8.8
pathping 8.8.8.8
ping 127.0.0.1
i was thinking at first the owner may have mac address blocked you, but if you was then you wouldn't get an valid ip address.
Also do you a lot of streaming or downloading on it? maybe a fair usage policy or something. But if you certain everything is ok on your end then you could reset. Try temporarily turning off firewall and AV first and check connection. *turn back on*

Command Prompt. Type “netsh winsock reset” and then hit the Enter key on your keyboard , you should see a completed successfully message. Restart PC.
