you'l have better luck asking in the emulator forums or the devs
in general tho, i9 for games, R9 for multi-thread applications like solvers, encoding and such

I agree with ionutd.
The 3900x has more cores/threads, so can do more stuff simultaneously (more emulators, solving, encoding, etc). The 9900k can run at a higher clock rate, so can do a smaller number of things faster (faster games, etc.)
For "normal" people, the 9900k is likely to be faster, but the more specialised workstation usage as described above, will be better with the 3900x.
