Let's say a poker player lives in Brazil, and plays on a desktop with trackers and other software. Software that is accepted by the sites they play on, but that does take a decent amount of time to get set up. This poker player plays in the international pool on regulated sites in Brazil.

This poker player buys a laptop and goes on a vacation to Portugal, where they can't access international pools.

The poker player installs TeamViewer or a similar software on both computers, and has an individual they reside with give them the TeamViewer login as needed.

If the poker player connects to the desktop through the laptop while in Portugal, and plays poker in the international pool on the laptop through the desktop, would the poker site be able to detect that the person is playing through a remote connection?

Let's assume that the poker player can VPN from any country if needed on either computer, but will be physically located on a laptop in Portugal, and the poker site software physically located on a desktop in Brazil?

yes, they can see where you're playing from and VPNs are not allowed either, at least on the more popular clients. It will either simply not allow you to log into your account if it detects a VPN running or you will get shortly flagged and warned, or temp suspended. If you do it again and again, prob suspended for a longer time or banned.

but I guess depends on their TOS

the secure poker clients have a lot of liberties once installed, i.e. they can and will check a ton of stuff running on your pc
stars have been known to take screenshots for example, check browsing history, look for TeamViewer like software or capture cards (in an effort to eliminate bots)
there are a few workarounds, like setting up a new user specifically for poker installers, with no admin privileges and within an encrypted folder and I guess the VPN can be set up at a router or home network level to make it harder to detect, but ye I wouldn't really try any of this if you have a serious roll there.
