Running a radeon rx 460 on 2 screens and it's never been great, it was occasionally crashing while I was playing a lightweight game (hearthstone) and a video even when I first got it but now chrome is being denied access to graphics hardware most times I try and watch a video and it's regularly blacking out both screens while i'm trying to do stuff.

Google told me that not updating the software could be a problem so I downloaded the latest driver update and it was stuck on discovering hardware for 10 minutes before i closed it. The basic autodetect and install program found the hardware but got stuck at 99% of downloading update.

In case it wasn't obvious from the above I know next to nothing about computers so any help is appreciated

Try DDU - Display Driver Uninstaller

It's easy for Nvidia or Radeon to leave leftover bits that don't mesh with the latest install. You usually only want to use it if you've tried everything else.

You'll need to google how to get into safe mode for your computer. And you should back up your data and have a good system restore point.

Don't use DDU until you've downloaded the latest driver for your GPU. You should be able to find this as a standalone download on Radeon's website.

In your position I would be tempted to clean up the machine a bit first. If you don't already have it download and install the free version of Malwarebytes Antimalware. Run a full scan and fix all detections. Reboot. Then start thinking about drivers etc.
