If so, the general reduction in crimes figures (admittedly, published by these agencies, but subject to some external examination and criticism) in recent years perhaps mitigates against the need for them to do this.

Indeed. Much as I might enjoy the odd drinkee or 10, I spend no time looking forward to it unless its something a bit special. Having seen some others I realise that this is pure luck.

That is why those in charge often want to make people change their seats. It is because they can show that they are at the top of the pecking order.
