Not only you can get 2 20s or 21s but even if you failed the dealer can still bust even with higher probability given your "failure" to get 20s.
So basically if the answer is yes split at the ultimate extreme example of only tens left or a very rich in tens deck there ought to be a turning point in strategy to splitting after a certain very high count in more than 1 deck and some decent penetration and even on just some good plus count on single deck if lucky to find such a game.
