It has been a bit exclusive, but still a kind of disgrace, that the official kilogram lumps have defined the kilogram in themselves, the original in Paris being a bit above the rest, to be taken out a few decades in between to be compared to the other weights.

The Cartels can easily afford a Kibble balance, and, as was demonstrated in Breaking Bad, can also hire scientists to operate it. So I would assume they are unphased.

Why not begin with a standard unit of energy and divide it by the speed of light squared to get a standard unit of mass?

A kilogram has always been the mass of a liter of pure water at a standard pressure and temperature, and it still is. But there is no practical way to create and measure one physically. Hence the brick. The brick just makes it easy to measure and compare.

So we can not calculate, within accepted number of decimals, the mass of pure H2O at a given volume, temp, and pressure?

I guess not, which probably is disappointing to my dearly departed high school chemistry teacher. He was the best hard sciences teacher I ever had.
