So if we give the intellectuals a little free rain/funding support to introduce experimental subjects of their imagination. Then we analyze the consequences. Would this not create a system that weeds out unwanted muck. Woul this system sustain itself, i.e create study that optimizes study.

Or if this has been raised plenty before. What is the reason this learning of the fittest not exist?
