what are soccer's rules for not being able to complete a game? Can it be delayed, or is it finish it out normally or just abandon it, etc.

Absurd half.

Pretty clear pen IMO. Costa Rica have looked pretty dangerous on some forward runs. Going to a tough second half. Jozy has been the best so far, from what little I can tell.

It can be delayed slightly, it can be abandoned.

can they like for example stop the game at 70' and then play the last 20' a different time, or do they replay the whole game starting for 0-0?

Not 100% sure, but I think if they abandon it then they replay the whole match. The ref can do that or delay things as well. My guess is we might see a stoppage to clear the lines but they'll play it out.

We need to score again. CRC was getting at us more toward the end of the half as it was, and it's super easy to give up a fluke-tarded goal in this weather.

Both outside backs have been shaky at times. Geoff needs to sharpen up a bit. Beasley hopefully holds his own the best he can.

I'm pretty sure the FIFA laws call for a match to be abandoned and then completely replayed, but they do leave open the possibility of a league/confederation/etc. doing something different. Not sure if CONCACAF has a written rule for this sort of situation.
