meh not completely true. CONCACAF is soft with regard to their spots relative to level of play. Panama far below USA, but they are in the 3rd tier of teams with Mexico, Honduras, etc. that have a realistic shot to qualify each cycle.

they have no one to blame but themselves, obv, they had it locked up with a few mins thats it. just ridiculous
